Sfu Apsa Agreement

The university hereafter enters into an agreement with the association and recognizes it as the exclusive representative of all members of the group. During the thirty calendar days following the exchange of requested objects, the parties negotiate in good faith and do everything in their power to reach an agreement. Negotiations on wages and economic benefits can only begin after an agreement on wages and economic benefits from the previous year. Any changes to this agreement can be made at any time with the agreement of the parties. They are subject to the same ratification procedure as the agreement. Following in-depth discussions on APSA`s options for a new agreement for 2010-12, the executive recommends that the current agreement be extended for another two years (2010-2012). The extension of the current agreement means that there will be no change in the scale of salaries or benefits received by members over the next two years. The pace increases will continue each year (July 1, 2010 and July 1, 2011). Between October 15 and October 31, the parties are working to agree on a list of three persons who can mediate and a list of three persons who can be called arbitrators in the event of a deadlock. If no agreement is reached before October 31, the B.C.

Labor Relations Board is invited to appoint three people as mediators and three arbitrators. It is only when not all mediators are available on these lists that the parties must mutually agree to appoint another person as mediator. It is only when not all arbitrators are available on these lists that the parties must mutually agree to appoint another person as an arbitrator. This meant that there could be no net increase in wages and benefits for 2010-12. The SFUFA has already ratified the extension of its agreement until 2012. Other public sector unions also concluded their negotiations under the same mandate. Both the BC Government Employees Union and the BC Hospital Employees Union have signed two-year contracts that do not involve a general wage increase.

At SFU, CUPE and TSSU have not yet reached an agreement, nor have our parallel associations with other institutions. However, APSA and SFUFA do not have the opportunity to negotiate the language of the contract (AD 10 guidelines) in the negotiations on wages and social benefits, while these other organizations do. APSA works on policy issues that do not affect wage and social costs through a joint committee with the administration, the Joint University Committee (JAC). Each party can raise issues at any time that need to be discussed within the JUAC. The survey of ApSA members on salaries and benefits showed that a majority of members overall are relatively satisfied with our compensation package. While most of them naturally want wage increases and have many concrete wishes for the increase/change of benefits, the executive believes that the government`s mandate currently offered no room for significant improvement. That is why we have decided that it will be unproductive to start negotiations. In this context, IL APSA is free at any time to search with management changes to our benefits, provided the net cost of these changes is zero. The investigation revealed a strong interest in the study of a flexible package of benefits and the administration expressed its willingness to cooperate with EAS to explore options.
